A short review of world’s legislative initiatives over gambling legalization
The beginning of the current year was marked by active legislative initiatives directed at promotion of legalization of gambling in the world. Almost in all corners of the world there have been introduced various amendments and new draft bills contributing to final legalization of online gambling and betting businesses. Slotegrator has prepared a short review of the most recent developments and changes happening to current legislation of the gambling industry.
Some of the US states such as Michigan, California, and Pennsylvania locally called for legalization of gambling. California is currently advancing in promotion of legal online poker. The draft bill introduced by California´s Assembly member Reginald Jones Sawyer involves issuing online poker licenses for 7 years. The price of such a permit accounts for $12,5 mil., a sum that is considered to be a sort of payment covering operators´ future tax dues. The said tax dues will be calculated according to operators´ incomes. As for the minimal tax percentage rate, it accounts for 8,8%, while the maximum rate reaches 12,5%.
In the state of Michigan, local legislators are elaborating the type of codes that would satisfy all of the participants of the gambling market including representatives of federal authorities and, at the same time, that would comply with state’s local legislation. The said draft bill provides license granting for 5 years. The general cost of a license makes up $200 thousand for the first 12 months, while the cost of subsequent years accounts for $100 thousand. The same situation is observed regarding licensing of gambling platforms: $100 thousand and $50 thousand accordingly, whereas pricing for gaming providers accounts for $5 thousand and $2 thousand.
In the state of Pennsylvania, the same type of draft bill has been discussed over 3 times in a row by local authorities and leading gambling companies. As for the most important ones, there have to be mentioned Caesars Entertainment, which is a huge holding and operator of a land-based casino called SugarHouse functioning on the territory of New Jersey, as well as a famous poker association called Poker Players Alliance. Both parties expressed their opinions concerning the principles of introduction and implementation of the said draft bill. In this connection both companies were unanimous in their understanding of the fact that legalization of online gambling is crucial. A new hearing is already scheduled for the end of March to finalize discussions. Seems like there have been formed all the necessary conditions for legalization of online gambling, a projection that complies with general views of Mario Scavello, the head of Pennsylvania’s Committee for Economic Development.
The authorities of India, where gambling is limited to horse betting only, have initiated a draft bill aimed at legalization of sports betting. While general discussions are still going on, the local executives are looking forward to arriving at a consensus regarding passing a corresponding law in order to regulate such types of commercial activities.
As for the gambling market of the Republic of Philippines, there has been created a special monitoring agency aimed at functioning independently from the governmental regulatory authorities. However, still there is no data regarding concrete time of the beginning of Philippine Online Gaming and Regulatory Authority (POGRA) functioning.
