The Verkhovna Rada of Ukraine has passed the gambling bill at the new first reading. The draft law, No. 2285-d, was supported by 260 members of parliament.

The adoption of the bill is the first step towards the comprehensive regulation of the Ukrainian gambling market. The document applies to land-based and online casino businesses, as well as bookmakers, online poker and lotteries.

The possibility of placing slot machines and betting shops in separate buildings is excluded. Slot machine rooms can only be located in hotels with at least 500 square meters of space.

The document sets strict requirements regarding the standards that casino equipment must meet. The number of slot machines is limited to 40 thousand. As for licensing, a licensing system is being introduced. The cost of licenses varies depending on the type of gambling business and casino location.

In addition, the bill contains certain financial requirements for operators, as well as the requirement that companies be registered in Ukraine. The bill may also raise the legal gambling age of players from 18 to 21 years.

The gambling industry in Ukraine will be regulated by the Commission on Gambling Development and Regulation under the Cabinet of Ministers. Also, the new online monitoring system is introduced for the government control of operators. Gambling advertising is strictly limited, while outdoor advertising, except signboards, is forbidden.
