The full text of the Ukrainian government’s gambling bill has been released. While many of the details have previously been reported, the bill includes provisions for online gaming and betting that had not been publicized before.

The Ukrainian government will issue 10 online gaming licenses, 10 licenses for online betting, and five licenses for online poker. Operators seeking a license must have capital of at least UAH 30 million ($1.2 million) to be able to apply.

License fees will be determined by auction. License fees for casinos based in Kiev will start at UAH 37 million, and the fees for land-based casinos outside of Kiev and online casinos will start at UAH 25 million.

The bill will create the seven-member Commission for the Development and Regulation of Gambling, which will further develop and enforce licensing conditions. The revenues from license fees will go towards the Fund for Support of Medicine, Sports and Culture.

Initially, President Volodymyr Zelensky’s government only announced an intention to legalize casinos in five-star hotels.
