The New Act of Gibraltar

Gibraltar authorities are actively working upon the framework improvement. The New Act has been established recently (April, 2026). It proposes modernized regulations, including:

  1. There will be 2 steps in application fee payment. 50% will have to be paid in the pre-licensing period. The other 50% will be charged on the actual license application.
  2. The application fees are about to be reduced due to operators’ demands, as many of them have to apply for a few types of licenses:

  2. The B2B companies (including external ones) should get a Gibraltar gaming license in case they provide services to the Gibraltar license holders. It is applicable to all B2B suppliers, and doesn’t depend on the servers or provider’s location.
  3. Change of Control fee will be divided into the obligatory Base Fee and the possible Additional Fee (charged depending on the CoC extent and complexity). The Base Fee is £7,500, and the Additional Fee may be up to £22,500.
  4. Two new license types will be established: a license for betting agents and a license for operating a lottery online.
  5. A Basic Fee and Additional Basic Fee (for additional B2B verticals) will be imposed to B2B aggregators.
  6. Every approval of direct content providers and aggregations will cost £1,000.
  7. The New Act for Direct Software Suppliers will include annual license fee categorization dividing B2B operators providing software to B2C companies into 3 tiers (Tier 1, Tier 2, Tier 3) depending on gross sales.
  8. Betting risk management services, as well as managed trading services can only be provided by the Gibraltar B2B license holders.
